Tsunami

This book entitled Tsunami: From Disaster to the Emergence of Light is a record of the various processes and government actions that took place post-disaster. The names and positions of individuals are therefore recorded as of the time these events took place.

The publication of this book is intended to draw a picture of the government's, Indonesian community and foreign community members' intense efforts and cooperation responding to the post-disaster emergency, which were instrumental in preventing more casualties. Finally, the book also describes the restoration of life and community across the devastated land.

Story

This book entitled Feat of the Daunting Launch relays the story of how BRR boat crew sailed the oceans while building their boat. Its experiences and ethos to learn, from intertwined mistakes and achievements, to overcome and improve its work, is presented here unabated. Eventually the "rewards" behind the scene await: the invaluable lessons learned.

The current of the past four years has ended and, with an unprecedented fall-and-rise, have revealed golden opportunities to work together - as individuals, institutions, and nations with the same ocean of spirit: humanitarianism.

Finance

As its title suggests, this book, The Seven Keys to Effective Aid Management, focuses on the financial aspects of the rehabilitation and reconstruction program in Aceh and Nias. It is not unusual to see large sums of money pledged following a horrendous natural disaster, but it is unusual to see most of those pledges converted into real commitments.

In the case of the Aceh and Nias disasters, a remarkable 93 percent of the total US$7.2 billion pledged was committed - a remarkable achievement for what was an unimaginable series of disasters.

Breakthrough

This book titled Thousands of Paths toward Resolution presents a number of ways taken by the Government of Indonesia in response to obstacles and hindrances encountered in the field. It may be in the form of conceptual innovations or system implementation. It has a wide range of coverage, from the high level to the practical dimensions. Achieved targets are in fact more effective and efficient, with uncompromised, even improved, quality.

In the end, the existence of these breakthroughs became even more crucial as the impact and lessons learned hold great potential for replications in another contexts.

Supervision

This book titled Eradicating Corruption with No Tolerance analyzes how the aid from the international community and fund from the national annual budget (Anggaran Pendapatan dan Belanja Negara, APBN) that flooded Aceh and Nias, complicated with the massive number of projects and their Project Implementing Units (Satuan Kerja, Satker) involved in the recovery activities, has become a real challenge to BRR in planning and supervisory.

The public had high expectation for BRR to keep the management of billions of aid transparent and accountable. It was in accordance to BRR's strong urge to minimize tolerance toward practices of corruption, collusion, and nepotism (korupsi, kolusi, dan nepotisme, KKN). Therefore, a number of BRR policies, practices, and experiences in operating controlling and monitoring function need to be noted and widely shared.

Nias

Specifically for Nias, the journey was not only to recover to the pre‑disaster condition, but also to develop the foundation for a better and sustainable development. Considering the geographic characteristic of Nias Island that is vulnerable to earthquake, the foundation was laid down in a holistic manner on the aspects of physical and non‑physical developments with disaster‑preparedness in mind.

One thing for sure, the Nias Recovery is geared to usher the region away from the marginal situation into a turbulence of development with much more aggresive acceleration than usual business. It is indeed imperative for Tano Niha to catch up with the under‑development they experienced, so that they can stand level with their peers in the Sumatera mainland who have earlier tasted the sweet harvest of development. This book titled Building Through the Road Less Travelled reveals the challenges, obstacles, failures, and successes of the journey toward a better Nias.

Case Study

Even more on the Recovery field, many unique cases came to surface, for its potential use of lessons learned, awaiting to be studied and disseminated. Case by case, like beads of a necklace that are loosed. These beads need to be collected and are necessary to be reunited in a form that people may value, although not in the original form of the necklace.

The anthology of these case studies, therefore, may be appreciated as an offer to collect and then arrange those beads. Presenting 90 case studies (50 in this book and the remaining available in the CD of this BRR Book Series), this book titled The Scattered Beads discovers specific and interesting phenomenon on the field during, and related to, the Aceh-Nias Recovery.

Housing

This book titled Roofing the Pillars of Hope analyzes how housing and its basic infrastructures are built and laid out to establish a convenient settlement. Without such, it is difficult for the survivors to rise, do activities, plan their future, and realize their hopes in comfort and peace. This is where the importance of this sector is presented. Construction of houses is, clearly, prioritized to fulfil the survivors' need of shelters.

Although we stumbled over and hindered by numerous challenges, but now, the houses were built here and there. Colorful and new houses are grouped as clusters of new settlements. Community participation and incorporation of their hopeful aspirations, though at times not easy to materialize completely, have become the main pillars to implementation in providing people home.

Infrastructure

This book Stimulating the Triggerring Sector discusses the dynamics of the development area that received significant priority within BRR.

Infrastructure was put as a strategic element as its programs were to facilitate access from and to remote areas. Its importance, as the determining factor to growth of the people's social‑economic development, made the recovery progress in this sector pushed hard from the start.

Economy

This book titled Turning the Wheel of Life discloses the dynamic rising of economy and business that, after the conflict, once even weakened due to tsunami. Subsectors of agriculture, husbandry, fishery, and enterpreneurship, were dismayed or many were even destroyed.

The economic impact that affected the community forced the government to immediately draft a set of comprehensive policies and strategies to recover the economy in whole: turning the wheel of social economy, especially for the survivors, so that it evolves faster.

Religion Social Culture

This book titled Revitalizing the Dignity of Society raises the development issues on religion, social and culture - the three key sectors for the survivor community.

Especially in Aceh, supporting infrastructure to relevant activities, the provision and construction, have begun since the beginning of Recovery. It holds an important role in normalizing the integration of religious and cultural values into daily lives, as well as in developing the community self-sufficiency based on local wisdoms.

Education Health Women Empowerment

In order to instill the importance, this book titled Preparing Quality Generation depicts how education, health and women role have become the cornerstones in guaranteeing community development toward sustainability and dignity.

If the recovery of these fundamental areas is done in high standards, all the more when the target is the quality of future generation, the quality of the youth as the main driver of the community will also improve.

Institution

This book titled Laying the Foundation of Good Government exposes the initiatives taken to build and enhance the fundamental element of public services, i.e., local government officials (Pemda), that was once temporarily paralyzed after the disaster. A number of support to implement it, including from donor, was instantly allocated.

At a later stage of the Recovery, with regards to the monitoring of transition process and recovery asset management post-BRR, strengthened capacity of officials and institutions was a necessity. On the other side, with stronger regional fiscal capacity, the community demands Pemda to be ready, independent and of high integrity. Therefore, capacity building for Pemda institutions and officials consequently became the principle foundation for, and during, the speedy and sustainable development in Aceh and Nias.

Photo

One aspect of preserving the experience of the recovery is provided here in a compilation of photographs, presented as an essay titled Touching Beyond the Turmoil. This volume of the BRR Book Series is not an attempt to be judgemental of an idealized situation. On the contrary, this compilation is a visual exploration of how the recovery process unfolded during the four years post disaster.

By absorbing the impressions left by picture after picture, the viewer is invited to replay one of the most extreme natural events of this past century and experience first-hand the recovery afterwards.
